Legal?

    Yes, playing video games is indeed legal.

    downloading roms is not legal.

    Provided you don't share the files with anyone then yes. Distribution is not legal, creating a backup and storing it online solely for your own usage is.

    Making ROM Hacks on the other hand falls under the "gray" area. It is considered illegal by some game companies *cough* Square-Enix *cough* but is acknowledged by others, say with Nintendo with the many Super Mario World hacks all over the net. They acknowledge them as much as they even made a "pow block rush" stage in "New Super Mario Wii U" as well as a stage that kinda looked like a "Kaizo Trap" but never was.

    Using emulators are legal too.

    making is legal, uploading is not. While uploading is technically legal if no-one but yourself has access to it, the assumption would be made that you uploaded it for the purpose of distribution, which is not legal.

    Downloading games is legal in Belgium, uploading on the other hand isn't.

    Nothing borderline about it. It's like downloading music or anything else that normally costs money, it's illegal in most countries.

    Those fall under "Warez" NOT "ROMs" though :p

    And really!? Getting caught for downloading a crappy game like CoD ROFLMAO~!

    Thanks to Steam and their sales I no longer pirate PC games :)

    My only problem now is, there aren't that many Steam Wallet code vendors in this country and I refuse to do online banking.

    And yeah, EA'S GAMES (like The SIMs) STILL DESERVE BEING PIRATED :p

    Problem is, with Australia, all of our internet is bad.
    So Steam is kind of useless, at a peak of 100 kb/s. :p (I'm the exception, with average 70 mb/s speeds on Steam).

    I have tried to do the Humble Bundle and stuff though. So I've got a big collection now of about 50 games.

    You think that's bad?

    I only get 90+kbps whenever I download games from Steam. That is of course because I only have a 1mbps internet connection. I really wish my ISP would offer their 3mbps package bundled with their landline + internet bundle for cheaper prices.
