Anyway, yeah....I hope it's not the end. Even if it be an update made sometime later in March or April, better late than never. Even if it's for the final time for the WOOD for NDS.

Would this new firmware allow a normal r4 to work on a 3DS? For normal DS games, of course. I'd rather not have to buy a new flash cart if I didn't have to, poor as I am.

Also, if I do have to buy a new cart, which would you recommend?

No it wouldn't. Unfortunately the terminology has got rather confusing, there are in fact TWO firmwares on a flashcart, one that is kept on the microsd, this is what you update to fix rom compatibility problems, this can be first party or third party, and a second firmware internal to the flashcart, that can only be updated by running a first party updater rom. This is the firmware that bypasses console blocks.

I think it's a freeze related to saving issue since it's RTS (Real Time Saving).
