I was trying to download New Super Mario Bros. for the Wii, and while the site said that I could download it, the "Download" button was replaced with "Game download restricted" How can I solve this? If I can't is there any other website that you reccomend where I can get this ISO?

And FYI asking for other competing ROMs websites is against the forum rules. There is also an appropriate "ROMs Request" section on these forums where you can ask for ROMs and often than not some kind-hearted soul will upload it for you.
