Are the 3DS roms on this site useable for Citra?

When I download a 3DS rom on this site, do I need to decrypt the file before I can play it on an emulator? If so: is it possible to do it, or do I really need a game-card and a 3ds.

i think Citra supports only the decrypted roms.

I know that, but are the roms already decrypted on this site? I don't know what's the difference between a rom that's decrypted or one that's not

decrypting a .3ds file gives you .cia file which is a stripped down version of the original .3ds file , also to play a 3ds game in your 3ds console , you paste the decrypted rom(.cia file) into the root of the sd card and install it using any cia installers, you dont need a flashcart anymore.

Alright Thanks! Is there a reliable programme which can decrypt the games on this site, so I can try to play them on Citra?

None that I'm aware exist. For now, the only way to do it is using a 3DS + flashcart. Don't know the details, but there's a manual on the net.
